My understanding is that some of the mineral rights owners are in a 'forced integration' situation. They did not want to extract the gas right now, but the laws require them to. Of course, even mineral owners who are forced to sell their gas cheap expect to get paid. Personally, I think we should deplete the foreign gas sources before we tap the gas here. The profits would be much better. So I'm not absolutely opposed to drilling, but I'm in no hurry to do it while the price of gas is so low, and it should be done responsibly. That would be all well and good if you could do that with horizontal wells (the wells used in shale plays). You can't just cork it like a keg and return to retap it when the price of gas goes back up. You can do that with a traditional well, like in the Arkoma Basin around Fort Smith, but you can't do that in the shale play. They don't function like that. And, the leases that have been paid for are for a contractually specified amount of time and those get lost if the companies don't drill within a set timeframe. Additional complications are that the mineral owners are expecting to get their royalty payments and the companies have a set amount of production equipment to move around in an area. It would be great if the producers in shale plays could just turn off the tap and come back when the price of gas goes back up, but that's just not the reality of the situation. I have NEVER seen a log truck with 28 tires on its trailer! Add 10 for the tractor and you have 38 wheelers plying the roadways. There is but one reason for 28 tires on a trailer, massive weight. Log trucks have 18 wheels MAX on the whole damn rig. I have commuted weekly from LR to Marshall and back for 10 years and I have witnessed first hand with my own eyes the damage inflicted by drilling rigs throughout Faulkner, Cleberne and into Van Buren counties. Hwy 65 was nearly completely redone by Huckabee and his roads program. Mostly 4 lane or if not at least the extra passing lane on hills. Shortly after the completion, the drilling started. We just saw the highway department try to restrict weights to what the roads were built top handle in those counties but NO! They were slapped back and now are going to "study it"! WTF? AHTD knows what the road was designed and built to handle, let them set limits based on the design. Now parts of the new road have already had to be repaired and resurfaced. Coming through Bee Branch the repairs are shredding already. They will soon patch the patches on road less than 5 years since total reworking. Don't let one group abuse and ruin what the taxpayers have paid (and are still paying for with bond issues) and make the rest of the taxpayers then have to pay again to rebuild it. At least tax any industry to cover damages inflicted to keep it fair. The only way to balance gov't budgets is to not let some group run up all kinds of bills and then look to the general fund to pay for it. In Clinton the Hwy 65 bridge to cross the Little Red River opened just last week. How long before it is warped and sagging like the other new Hwy 65 bridge down by Damascus? So, now we're going to raise your taxes on your unemployment insurance income from 10% to 15% to help cover the shortfall. Thanks." And saying to the natural gas producers: "Yeah, we know the new revenue from you guys got us through the Great Recession without having to lay-off any state employees or cut services to Arkansans and let us keep balancing our budget without a shortfall (one of less than a handful of states to be able to do so in the last two years), and the amount collected was less due to forces completely beyond your control, but we don't care, because want more!" If Nat Gas was $7 or $8 a cf, it would be a different story. Nat Gas is currently at $3.80 a cf. It's getting close to the point where it's not profitable for the companies to drill. Taxing the Nat Gas Industry at this time is stupid. They will leave and find other Shale Plays where States are friendly with Industry and Business. Arkansas has the chance to lead the nation in supplying the fuel of the future, but we choose to make stupid short-term business decisions that will have huge future consequences for our State. Do you believe things just "happen" to us for no reason, or reasons outside our control? Do you believe the choices we make constantly every day play no part in what happens to us? Do you believe we're not responsible for our choices? No one "should" be violently raped or assaulted, no matter how provocatively they dress or act, goes the popular idealist wisdom. It's correct, in an ideal world. In the real world, however, nothing is "ideal" nor so simple. Rape and murder are crimes of violence – and those who commit them also make choices for which they're responsible. If they're drunk or drugged at the time, they're responsible for those choices too, to place themselves under the influence. One of the most immediate effects of alcohol and other drugs is to lower inhibitions, self-control, and thus increase risk. The "excitement" and perceived "freedom" of lowered inhibitions, increased risk and even a sense of danger are elements many find attractive about such substances. (Are you listening, Charlie Sheen?) Along with that comes the increasing inability to make rational decisions or exercise mental, emotional and physical control. To acknowledge that one's own choices affect what "happens" to one is not the same as "blaming" the victim for another's choice to be violent, or saying that the victim "deserves" it, though again those are facile boilerplate phrases by those ignorant of or refusing to own the science, psychology and research behind such phenomena as battered women. These scenarios are not one-sided. Matthew Shepherds and Marcal Camero Tyes "should" never happen. One's sexual orientation, according to objective science, is not a choice. How one acts out one's sexual orientation IS a choice. That too, even without alcohol or other drugs, can induce a sense of excitement and risk. If I walk into a rowdy bar filled with drunks, wearing a barely-there top, mini-skirt and no panties, that's a choice I'm responsible for. If I get drunk, lose inhibitions and flirt provocatively, those are more choices. Do my choices "justify" rape? No. Do they invite risk of rape if I leave with someone or a group I've never met? Yes. I've no idea of the circumstances of Tye's behavior and murder. The police say he was "wearing women's clothes," then identify him to the press as "transgender." If he'd had sexual reassignment surgery, then "he" was "she" and a female. What OTHER clothes would she be wearing, than "women's?" But the report implies something else: that Marcal was male and wearing "women's clothes." Maybe he was pre-op. We don't know. Maybe he was home alone, wearing "women's clothes" in private when strangers burst in, assaulted and killed him, then dragged his body down the highway. If those are the circumstances, then of course it "just happened" and came "out of nowhere." For a male to wear "women's clothes," to go in drag, publicly in a small redneck town in the Bible Belt is to knowingly choose to attract attention, snickers, and can certainly risk provoking verbal and physical assault. That's why I say, "Make the rational choice to MOVE. LEAVE. Go somewhere safer before acting out those choices." Nothing is to be learned from believing that one may make any choices one likes, anywhere, any time, about how one "presents" oneself without responsibility for the reactions of others, good or bad. Nor does any of this absolve perpetrators of responsibility for their vicious and violent reactions. The notion that the "victim" is 100% "innocent" and the "perp" 100% "guilty" in these complex and often dangerous circumstances is easy, because walking down a street or going to a bar isn't a crime and rape and murder are. It's also facile, because it does nothing to promote awareness and acceptance of responsibility for one's choices, nor help future Matthew Shepherds and Marcal Tyes learn to make rational choices instead of placing themselves in harm's way.
